Finance Manager

1. Background

Team4UA implements humanitarian and early recovery projects across Ukraine, ensuring transparent, compliant, and accountable operations in line with donor regulations and internal policies. In the context of expanding multi-donor programs, the organization is strengthening its financial management systems to ensure robust internal controls, accurate reporting, effective cash flow oversight, and full audit readiness.

2. Position Overview

Under the supervision of the Head of Finance, the Finance Manager ensures efficient, compliant, and strategic financial management of the organization’s operations and programs. The role combines financial planning and analysis, donor compliance oversight, liquidity management, audit coordination, and partnership financial monitoring, providing reliable financial data to support informed decision-making and organizational sustainability.

3. Key Responsibilities

A. Compliance & Internal Control

  • Ensure compliance with Ukrainian financial and tax legislation and donor requirements.
  • Oversee accuracy and integrity of financial transactions in the accounting system.
  • Strengthen internal control systems across organizational and partner-managed activities.
  • Ensure alignment of financial procedures with internal policies and grant conditions.

B. Financial Planning & Reporting

  • Lead preparation and review of project and organizational budgets.
  • Ensure effective budget control and timely follow-up on variances.
  • Provide regular financial briefings to Managers and Budget Holders.
  • Ensure timely, high-quality financial reporting to donors, senior management, and the Board.
  • Collaborate with program teams on variance analysis, co-funding strategies, and compliance.
  • Support proposal development, including grant budgeting.

C. Audit & Financial Closing

  • Oversee month-end closing and balance sheet reconciliations.
  • Prepare annual and project financial statements.
  • Coordinate external audits and ensure implementation of audit recommendations.
  • Ensure readiness for donor and statutory audits in coordination with relevant departments.

D. Cash Flow & Financial Resource Management

  • Monitor cash flow and oversee financial resource planning.
  • Ensure expenditures and payments are properly authorized and documented.
  • Consolidate and review cash forecasts from Budget Holders.
  • Maintain financial stability and liquidity.

E. Partnership Financial Oversight

  • Develop and implement financial monitoring plans for partners.
  • Conduct financial assessments to ensure compliance and accountability.
  • Support corrective action plans and provide financial capacity-building where needed.

F. Staff & Stakeholder Management

  • Support development of finance staff competencies.
  • Promote cross-departmental collaboration on financial matters.
  • Represent the organization on financial issues with donors and authorities as required.

4. Qualifications and Experience

Education: Master degree in Finance, Accounting, Business Administration, or related field.

Experience:

  • Minimum 5 years in a senior financial management role.
  • Proven experience managing large budgets.
  • At least 3 years of people management experience.
  • NGO/humanitarian sector experience preferred.
  • Experience working with international donors (e.g., ECHO, UNHCR, OCHA).

Skills:

  • Strong financial management, budgeting, and reporting expertise.
